BACKGROUND
The Bangladesh Professional Engineers Registration Board (BPERB) was established in 1999 by the Institution of Engineers, Bangladesh (Appendix-6) and exists as an autonomous body with its own Board of Executives independent of the Institute of Engineers, Bangladesh (IEB), subjected to the general policies of the Institution.
BPERB has taken the primary responsibility for the registration of engineers. It has been functioning for the advancement of the engineering profession by focusing on the quality and accountability of engineers. Through this mechanism, it leads to regulate the ethics, professional conduct, and practice of registered engineers. BPERB enforces competencies and ethical conduct for the profession (Appendix-7) in line with the international best practice.
The assessment is conducted by the selected panels consisting of proficient engineers of Bangladesh from different engineering disciplines under the supervision and directions of the independent Board for Certification.
The functions of the BPERB include:
- Registration of those Professional Engineers who are so qualified as pre-requisites set by BPERB;
- Suspension, cancellation, or restoration of such registration, in accordance with the provisions set by BPERB;
- Maintain a Register for Professional Engineers and Publish a list of registered Professional Engineers of Bangladesh
BPERB is also engaged to enable the recognition of the expertise of the engineers of Bangladesh and their mobility at the international level as demand by the WTO/GATS agreement. This will have the effect of removing barriers to the free movement of professional engineering services between nations, provided the professional engineers meet certain agreed international standards. BPERB has already become the Provisional member of the International Professional Engineers Agreement (IPEA).
REGISTERED PROFESSIONAL ENGINEER
The registering process for certification of professional engineers is set to evaluate standards of engineering competencies as per international norms. A professional engineer essentially develops and maintains his/her competence on a continual basis. Consequently, it will qualify him/her to offer successful application of knowledge and enable him/her to take technical responsibility for complex engineering systems for attaining sustainable technology. It would further advance the accountability for the project, finance, and personnel management compliances for technical and socio-economic factors. S/he would be able to assume responsibility for the application of science in research, design, and construction.
PURPOSE AND BENEFIT
The objective of BPERB, for the Professional Engineer designation will be a quality mark for the engineers both within Bangladesh and more importantly at an international level.
Only those individuals who have demonstrated necessary competencies become Professional engineers and can use the title abbreviated as “PEng” This process of branding recognizes the professional capability, status, and competence of an engineer. It also shows a commitment to achieving the international standards of professionalism together with engineering ethics.
The professionally registered status recognizes one’s relevant standards in the practice and education in engineering, which is the technological need of today. Thus they become more employable in public and private sectors with lead responsibility in an advantageous position for career advancement. Bangladesh needs to gear up all its resources and skills with an integrated approach to prioritize the development goals of the Government of Bangladesh. Registration of engineers will be appropriate action to facilitate the target achievement.
BPERB is maintaining the register of the Professional Engineer. This will eventually satisfy the requirements of the International Professional Engineers Agreement IPEA, (formerly known as the Engineers Mobility Forum – EMF). The IPEA is an agreement that facilitates cross-border practices by experienced Professional Engineers. In general this means that a Professional Engineer of one IPEA member country will be able to practice in another IPEA member country without being required to obtain any additional qualifications or experience. BPERB is a provisional signatory of the IPEA.
