Bangladesh Professional Engineers Registration Board (BPERB) has been certifying the Professional Engineers in Bangladesh since 2001. BPERB is the Provisional Member of the International Professional Engineers Agreement (IPEA) and proceeding to obtain the full membership status. This in turn will facilitate the international mobility of Professional Engineers in Bangladesh.

Now, a Professional Engineer is recognized through evaluating their level of competency against the Attributes for Professional Engineers as per IPEA Competency Profile & Standard, and Core Professional Competency Standards (CPCS) of BPERB.

Depth of professional knowledge and understanding of the existing and emerging technology for solving problems.

  • With his Experience and training from different training institute and his organization, he acquired sufficient knowledge with regard to professional work and able to plan, manage and efficient use of resources, man, machines, material, money (fund).
  • He can comprehend, apply and demonstrate theoretical and practical knowledge of engineering work, methodologies, procedure and able to do his work without supervision and able to solve complex engineering problems.

Knowledge and understanding of the progress of technology through innovation.

  • He achieved this through his experience and training in the progress of different complex engineering activities through innovation and application of modern tools and techniques.
  • He is able to manage the change as he acquired knowledge and understanding of the progress of technology through innovation.
  • He is innovative and achieved this through experience, continuous professional learning and training.

Good character & personal behavior, loyalty to employers & superiors, and responsibility in professional duties.

  • He bears a good moral character and he is honest and impartial.
  • He is able to understand and assess needs and concerns of others.
  • He is able to Identify and manage the limits of his personal knowledge, skills, emotions, strengths and weakness.
  • He is able to acquire confidence to deal with changing interpersonal situations and able to work with diverse team.
  • He always encourage productive working relationships and try to resolve conflicts between colleagues.
  • He acts as faithful trustee and loyal to the profession as well as to the employers/superiors regarding professional matters and avoid conflict of interest and deceptive acts.
  • He is very much responsible in his professional duties. He always take responsibility for the management of engineering works through planning, organizing, leading, communicating, motivating, delegating, directing, controlling, monitoring and evaluating the task for achieving collective goal.

Leadership qualities and capabilities for multi-disciplinary works and ability to exercise independent judgment.

  • He works as a team leader while he was working in different offices/department of his organization. He leads, guide and inspire his team in achieving goal. He leads officials under his supervision in their master plan design, and other design related works and able inspire his team and guide them as per standards and specification and in the construction, supervision and installation of infrastructure/plant and equipment in a multi-disciplinary works.
  • He is able to exercise independent judgment with regard to evaluation of project activities and task assigned to him and able to exercise professional engineering judgment during any problem solution.
  • He is also able to collect appropriate data, assemble them, arrange them, make the analysis and apply judgment in drawing conclusion.

Building teamwork and guiding and directing the staff under him to achieve a goal, mentoring and training them to grow as future leaders.

  • He is able lead, guide and willing to initiate action and direct the effort of all members of the team.
  • He possesses managerial skill to get job done through people under him, guide and direct staff under him.

Degree of awareness about risk, safety, health, welfare, environment, and sustainable development.

  • He is very much aware of risk, safety, environmental and health problems in place of work/surrounding. He always takes care of environmental and health problems, issues and try to solve them and follow the safety procedure in work place/surrounding.

Effective interpersonal communication with engineers, colleagues, and Involvement in/with the IEB activities, attending seminars, conventions etc.

  • He has excellent interpersonal relationship with his subordinate colleagues and bosses. Exchanged information effectively with stakeholders and provided advice to technical and non-technical colleagues, team members, clients etc.
  • He is able to communicate with others in a work situation at all levels orally, in writing and by presentation.

  • He is able to identify and comply with the IEB Code of Ethics, Rules of Ethics and Codes of conduct for professional engineer and any other professional work norms, legal and regulatory requirements and practice related to the work place.

Knowledge and awareness regarding professional code of ethics and honesty and impartiality in professional activities.

  • He maintains Professional ethics and conduct in discharging engineering activities, and upholding social responsibility and professional quality and maintaining honesty, integrity and impartiality.
  • He set example that ethics and high integrity are fundamental in professional service.
  • He is able to demonstrate responsibility to maintain high standard of quality following IEB Code of Conduct.
  • He does not solicit Bribery and Corrupt practices and accept remuneration in any form.
  • He always avoid any activities or performance that against public interest, social goals & safety and accountable for own deeds and actions.

Responsibility with respect to financial matters cost consciousness and value for money: Through his works experience and training, he acquired knowledge of cost-consciousness and value for money and cost-effectiveness (cost-benefit ratio) of project activities and engineering & maintenance activities.

  • He is cost conscious and able to present options and evaluate the impacts and alternatives of financial transactions.
  • He is cost conscious and strive for implementation of project cost in economic and transparent manner.

A person technically competent through education and training, who maintains his competence through continuous education & training and keeps up to date with new development with technology and through participation in professional society activities.

  • He is familiar with the IEB code of ethics, rules of ethics of BPERB, national and international standards, codes and good practices for construction, manufacture, installation, testing, commissioning and quality control activities.
  • He must be a conceptualizer – able to visualize a system or subsystem, and give it a shape by description and sketches to communicate his vision to others. He should be plan with a goal that is robust enough to adapt to new information, social or environmental change. He is cost conscious and makes comparison of costs and benefits among possible alternative plans and uncertainties of assumption, results.

A professional engineer shall attain the above qualities through various types of training, field work, and education. The employers shall take care of their engineers giving chances for attaining those qualities. Ultimately the employers will be benefited from the engineering services if they get appropriate training.
