Standard and Guidance

It is felt from within the engineering community that professional attainment through training and experience at work place should be measured to some standard before they are recognized as professional engineers. With this end in view, BPERB established the Core Professional Competence Standards (CPCS) which were required to be achieved by engineers wishing to be registered as Professional Engineers.

In the present context, BPERB has prepared new registration procedure for assessment of Professional Competence and Commitment Report on the five Core Professional Competence Standards aligned with the latest version of IPEA Professional Competency Profile as follows:

  • i. General and specialist knowledge and understanding to optimize the application of existing and emerging technology for solving problems.
  • ii. Application of theoretical and practical knowledge to the analysis and solution of engineering problems.
  • iii. Technical, commercial and managerial leadership skills with a sound understanding of economic and procurement policies.
  • iv. Effective communication and inter-personal skills with professional commitment.
  • v. Professional conduct, commitment to society, health and safety, environment and regulation.

To meet the minimum standard of competence, a person must demonstrate that s/he is able to practice competently in his/her practice area to the standard expected of a reasonable professional engineer. The IPEA professional Competency Profile includes:

  • 1. Comprehend and apply advanced knowledge of the widely-applied principles underpinning good practice.
  • 2. Comprehend and apply advanced knowledge of the widely-applied principles underpinning good practice specific to the jurisdiction in which s/he practices.
  • 3. Define, investigate and analyze complex problems using data and information technologies where applicable.
  • 4. Design or develop solutions to complex problems considering a variety of perspectives and taking account of stakeholder views.
  • 5. Evaluate the outcomes and impacts of complex activities.
  • 6. Recognize the reasonably foreseeable social, cultural and environmental effects of complex activities and seek to achieve sustainable outcomes.
  • 7. Meet all legal and regulatory requirements and protect public health and safety in course of his or her activities.
  • 8. Conduct his or her activities ethically.
  • 9. Mange part or all of one or more complex activities.
  • 10. Communicate and collaborate using multiple media clearly and inclusively with a broad range of stakeholders in the course of all activities.
  • 11. Undertake CPD activities to maintain and extend competences and enhance the ability to adapt to emerging technologies and the ever-changing nature of work.
  • 12. Recognize complexity and assess alternatives in light of competing requirements and incomplete knowledge. Exercise sound judgment in the course of his or her complex activities.
  • 13. Be responsible for making decisions on part or all of complex activities.
